This PR fixes #242 by manually creating variables from a Scratch-extended XML representation of a Blockly workspace in order to account for the
iscloudandislocalattributes which core Blockly is unaware of. An accompanying PR in -vm will be needed to invoke this method when loading a project rather thanBlockly.Xml.clearWorkspaceAndLoadFromXml().
