Expand qldoc and tests for the
cpp/command-line-injection(ExecTainted.ql) query. I was hoping to fix a performance issue as well (rarely occurring, since #18633) - I didn't manage to figure it out, but the extra doc comments I wrote along the way are worth keeping.
