The vm was always supposed to be landlocked. I simply failed to enable it in the version I committed.
This was breaking CI in dataplane for dimly understood reasons.
No need for scratch main to run this type of test.
The most recent CI fix justifies the bump

Proper fix for dataplane CI break.
It turns out I still need this thing to work 🤷
