Do not log if OtelContextScopesStorage cannot be found

We're now passing a NoOpLogger to ScopesStorageFactory so it doesn't log java.lang.ClassNotFoundException: io.sentry.opentelemetry.OtelContextScopesStorage if the class isn't available.
