chore: Enable automatic release management

We frequently run into merge coflicts on the CHANGELOG.md file, so we're trying automatic changelog management.

I copied the release.yml file from the Python repo... seemed like a good place to start.

@Flash0ver is this all there is to it? I couldn't see anything else we need to do...
