AGENTS.md and .claude/rules had inline commit attribution and PR template instructions that duplicated what the commit and create-pr skills already handle. Replace with a Local Skills table in AGENTS.md and a simple rule pointing to the skills. Co-Authored-By: Claude <noreply@anthropic.com>

Replace inline commit attribution and PR template instructions in AGENTS.md
and .claude/rules/ with references to the commit and create-pr skills.
The skills already handle these conventions, so the inline instructions were
redundant duplication. AGENTS.md now has a Local Skills table pointing to all
four available skills. The .claude/rules/ rule simply directs to use
/commitand
