Implements the ability to emit span accepted outcomes in the segment consumer rather than Relay.
Relay now sends as part of the
SpanMetawhether it already emitted an accepted outcome for the span or not, this can than later be used in the segment consumer to decide if it should emit an outcome or not during the rollout.Related PRs:
