This pull request introduces a new quick filter for unhealthy resources in the ConfigsListFilters component. The
ConfigUnhealthyTogglecomponent has been added, allowing users to toggle the display of unhealthy and warning resources. When the toggle is activated, it sets the health filter to show only unhealthy and warning resources; when deactivated, it clears the health filter. This enhancement addresses issue #2445 by providing a straightforward way to filter resources based on their health status.Original Task: flanksource-ui/6pzks993kusr
