Another breaking change from eslint, how amazing! :)

It looks like the parsers and some eslint plugins are not compatible with it yet, so we can't do the upgrade.

For example:
eslint-plugin-import is still not compatible: import-js/eslint-plugin-import#3227
@babel/eslint-parser and @babel/eslint-plugin fixed it very recently but didn't publish a new version yet: babel/babel#17791

@typescript-eslint/parser and @typescript-eslint/eslint-plugin supports after a version update.

Let's wait until the incompatible packages update themselves to version 10.
