Reorder TODO comments in WeighingMachine.cs

The TODO comments in the WeighingMachine stub currently list DisplayWeight before
TareAdjustment.

Since DisplayWeight depends on TareAdjustment (display = weight - tare),
this ordering can be confusing when following the TODOs top-to-bottom.
This also aligns the TODO comment order with the task progression and the underlying property dependency.

This change only reorders the TODO comments and does not affect tasks, tests, or behavior.
