ci: update ubuntu and windows in precompilation matrix

Looks like windows-2019 was closed too (just last week):

Windows Server 2019 has been retired. The Windows Server 2019 image has been removed as of 2025-06-30. For more details, see actions/runner-images#12045

The windows-2019 runner image is being deprecated, consider switching to windows-2022(windows-latest) or windows-2025 instead.

Since we have windows-2022 in there already, should we switch windows-2019 to windows-2025?

Ok the errors all look like this:

Error: Failed to get ID token: Error message: Unable to get ACTIONS_ID_TOKEN_REQUEST_URL env variable

This seems to happen if you don't have a certain permission set:

But we do have that. I found a possibly relevant discussion here:

actions/attest-build-provenance#99

Seems like the issue might be that this is coming from a fork. I think then that if I merge it, this won't happen on the merge commit.
