This just scrapes https://www.nvidia.com/en-us/drivers/unix/ on a weekly basis, and creates a PR with the proposed nvidia bumps for a human to merge, whenever they feel like it.

I need to consult with @jedsalazar to get a proper token so we aren't reliant on GH_TOKEN, otherwise the auto-created PRs won't run CI jobs on the autocreated PR without human intervention, but everything will work without that, so that can be a followup.
