[24506] Add tests for buffer feature

Description

This adds a new IDL with sequence<octet> / sequence<uint8> declared in different places, in order to test the new Buffer feature in Fast DDS Gen Pro. The types are compatible with Fast DDS Gen Basic.

Contributor Checklist
