Let's Encrypt stopped sending certificate expiry warning emails, so there's no need to collect or store this setting anymore. Also removes MaxMind prompt from the new wizard to streamline setup.

We should keep the MaxMind stuff somewhere in the documentation so people can add after the fact. But agreed, good call to exclude from initial setup, it's advanced user configuration that 99% of people don't need to think about.
