Implements DHIS2-20684

Description

  • Handle empty set of periods at the start of the year.
  • Handle inconsistent system:time_end prop from GEE (either Dec 31 or Jan 01) used to determine year in yearly dataset (here: landcover).
  • Also updating incorrect landcover ee source description.
  • Update date filtering to include Dec 31 in daily dataset (here: heat stress / humidity / precipitation / temperature) [in maps-gl].
