Description of Change
As noted at #8497 (comment) we have a lot of different suppressions for Prometheus. This suppresses them for everything except golang packages at
github.com/prometheus/prometheus(the server) and nonpkg:matches.Note that there are diffeernt CPEs in use for clients and other components, e.g
