feat(toml): parse TOML v1.1.0

Update parser to support TOML v1.1.0.

Four test-suite tests of toml-test v2.1.0 are still failing:

• invalid/spec-1.1.0/common-49-0 and invalid/spec-1.1.0/common-50-0: Defining a table more than once should fail.
• invalid/string/bad-uni-esc-ml-06: Non-scalar unicode codepoints should fail.
• valid/spec-1.1.0/common-41: Defining super-tables afterwards should succeed.
