Replace inline action buttons (Txs, Create Wallet, Unlock, Lock, Settings, Enable, Connect, Peers) in the balance breakdown rows with a single gear icon that opens a modal listing only the relevant actions based on wallet state. Show sync percentage with peer count as a tooltip. Style the modal action items like the Receive/Bridge buttons.
