What changes are proposed in this pull request?

  1. Add LICENSE and NOTICE files.
  2. Add CHANGELOG.md and NEXT_CHANGELOG.md.
  3. Add generate proto tool.
  4. Add tests.

How is this tested?

New unit tests that run in CI/CD.
