Provisioned Lakebase is being converted to Autoscaling, and the duplicate skill was confusing the LLM agent. Removes the skill files, test fixtures, installer entries, and cross-references — but leaves the underlying MCP tools and builder-app DB code that still support provisioned instances customers may have today.
