Hotfix/align transcation reporting windows

Description List

• Set reporting windows to Sat-Fri, 1-31 blocks
• Shift report generation back a couple of days, to allow transaction settle, collection time

Testing List

• generated empty sandbox reports with expected windows, including with overrides
• Code review
