Add SONATYPE_CONNECT_TIMEOUT_SECONDS property and set to 120

Describe the purpose of your pull request

• Add SONATYPE_CONNECT_TIMEOUT_SECONDS property and set to 120. Based on the gradle-maven-publish-plugin code this property should control the timeout.
• Split github workflows. Scheduled, PR and Push run different wfs.
• Scheduled run only on mondays.
• Snapshot deployed in case of master push, not part of the scheduled run anymore.
