COMPAS-2.x.LTS: Tolerance bugfix

Cherry-picked the changes to Tolerance from main as I believe this should be released as patch on LTS 2.x

• removed implicit singleton behavior of Tolerance. Independent instances can be created and global instance needs to be explicitly modified
• Fixed some typos in a backwards compatible manner, with user warnings.
