Description

Swift DocC generation with Github workflow.

• Adds spi.yml for Swift Package Index to reference documentation.
• Added docc.yml workflow for auto generating and publishing docs to Github pages.
• Added OAuthKit.docc markdown files for rich Swift documentation.
