feat(plugin-jsdocs): add plugin-jsdocs to analyze documentation in ts/js projects

• documentation
• Unit testing
  • Source Files are mocked
• Integration tests
  • Test case for every audit in a small codebase
• e2e
• usage of the plugin in the repository
