Fixes DOC-15047

  • In authorization.md, modified Billing Coordinator and added Billing Viewer.
  • In cloud-roles-table.md, added Billing Viewer column, added View billing details row, updated Organization scope.
  • In billing-management.md, added View billing for an organization section.

@biplav-crl, please let me know

  • whether this feature will be Public Preview, so that I can add a warning similar to this.
  • when the feature flag EnableRoleBillingViewer is turned on for all organizations in Production, so that I know when to publish this PR.
