Remove lapsed CLI approvers

The CLI is currently having a bit of an approver crunch, which is not well reflected by the working group definition.

I believe:

• @a-b, @joaopapereira, and @gururajsh (recently) have moved on from CF and are no longer active
• @moleske and @blgm are still active in the community, but are no longer contributing to the CLI

Please correct me if any of that is incorrect, and I will add you back.

@Samze is currently on leave, which effectively leaves @anujc25 as the only active contributor. There are a number of current Reviewers who are interested in moving to Approver status.

Per Revocation Policy:

Revoking Reviewer or Approver Role

• People with a Reviewer or Approver role may submit a PR to revoke their role by removing the appropriate entry from the yaml definition in their Working Group's charter.
• An existing Approver may submit the revocation request on behalf of someone else, but the person whose role is being revoked must be given two weeks to refute the revocation.
• A Working Group Lead for that Working Group will merge or close the PR, at their discretion and without review.
• TOC members may merge the PR at their discretion.

I have seen both of them occasionally contributing to the CLI. So, if you feel we can keep them as approver for now.

I don't particularly care about being removed, as I am currently no longer paid to work on cloud foundry. So only poke at what I find interesting or I'm asked specifically about. I do want some clarification around no longer contributing to the CLI statement though.

Does maintaining dependabot bumps to stack auditor (mostly me) and dependabot bumps to jsonry (mostly George) not count as contributing to the CLI? If those projects are dead, then they should be archived. Or moved out of the CLI space.

If removed, hope some one takes ownership over merging updates in those repos. There's a lot of repositories in the cli approver space (I definitely forgot about ykk lol)

Nah, those count. My bad.

I made some faulty assumptions and failed to validate them. I'll update the PR to leave y'all in-place.
