The jsg::BufferSource will be fully replaced by the the JsArrayBuffer/JsSharedArrayBuffer/JsBufferSource/JsUint8Array APIs. Expand the capabilities of these to support the needs of jsg::BufferSource uses.
This is in preparation for the next steps, which is to replace WritableStreamInternalController with an UnderlyingSinkImpl so that we can consolidate the stream implementations into a single impl that can be used for both JS-backed and internal streams.
