Changes proposed in this pull request:

  • Removes the pinning of UAA from v77 in dev, removes pinning of v78 from stage, will be based on cf-deployment now.
  • ADFS customers could still login after the upgrade to v78 in staging
  • Part of https://github.com/cloud-gov/private/issues/2747

security considerations

Moves towards maintained version of UAA
