i am no longer insecure about myself
lets admins mark other users as absent or not absent
so admins can mark people tardy
mostly just for admins

Restricts users writing/reading to/from the databases they shouldn't be able to read/write to/from and adds and implements server functions to allow writing in specific ways users are allowed to.
