Description of the change

Updates fast-uri. There shouldn't be any functional changes.

Why am I making this change?

Fixes https://github.com/bytecodealliance/javy/security/dependabot/134 and https://github.com/bytecodealliance/javy/security/dependabot/133.

Dependabot couldn't figure out how to make the change so I made it.
