This PR implements (almost) all of edition 2024. In particular, we now have:
import option.exportandlocal, including bug-compatibility with protoc when it comes to theSTRICTnon-local nested type exception.It also factors some diagnostics out of
ir, for re-use across other parts of the compiler.
