gha: Bump arm cross compiler version to 14.3.Rel1

For some reason ARM decided to swap the 14.2 archive changing the checksum. Maybe updating the compiler to the newer version will fix that.

Ok, the MD5 sum is still wrong. It turns out that ARM changed things on their end and it seems that a bunch of the checksums need updating.

It is known issue up stream in the action we are using.
