What does this PR do?
This PR aims adding a more technical overview of the pluginAPI since we already have a less technical one in https://docs.bigbluebutton.org/plugins/ (that one contains more architectural aspects of the SDK and this one should aim how to properly implement things)
Motivation
Help developers guide themselves on how to perform actions they want while BBB plugin developers
