ci: unify drifted action pins across workflows#90

actions/cache and actions/checkout had landed at different SHAs across files as workflows were added at different times. Align coverage-baseline to the cache pin used by test/lint-commits, and lint-workflows to the v6 checkout used everywhere else, so an update touches one SHA per action.
