From Hans de Bue, changes rot to SmallInt and adds a conversion function, ConvRoT, to returned a signed rate of turn. Changes ParseAIS_1, ParseAIS_2, ParseAIS_3 functions to use ConvRoT. Also updates the IsXDigit and AIS2ASCII functions.
