looks like we have two actions doing the same thing

• one in here https://github.com/bcgov/quickstart-openshift-helpers/blob/main/.github/workflows/.pr-close.yml#L134-L156
• other in here https://github.com/bcgov/action-crunchy/blob/main/scripts/user_change.sh#L104-L123

I think we should remove it from pr close of helpers , and keep it in crunchy action, since it is related to crunchy db but we have to see which repos are affected
