  I created this PR to fix the failing GitHub Actions.## Description
  This PR updates the runner and action versions in the GitHub Actions workflow configuration to resolve the internal server error that occurred while resolving the "actions/checkout@v3" and "gautamkrishnar/keepalive-workflow@v1" actions. The runner version is updated to the latest version (e.g., 2.311.1), and the actions/checkout and gautamkrishnar/keepalive-workflow actions are updated to the latest versions (e.g., v3.3.0 and v1.3.0, respectively). Additionally, the runner image version is updated to the latest version (e.g., 20231217.2.1) to ensure compatibility and resolve any potential issues.
