Simple publishing github actions

It creates after the release publishing.

Required to have 2 repository secrets:

• VSCE_PAT - Azure dev token, for publishing to the vscode marketplaces;
• VSX_PUBLISHER_TOKEN - Eclipse openvscx token, required for publsihing to openvsx marketplace;

Workflow execution should be limited only for repo owners;
