Extend the main-to-dev sync allow-list to include changes under `tools/` so automation scripts (e.g., Update-ProviderModels.ps1) can propagate to stabilization branches alongside CI, rules, git hooks, and provider hashes.
…lt capability checks Add Test-ModelDiscouragedForAllTools helper to filter out models with DiscouragedForTools='*' when validating composite default capabilities. Models discouraged for all tools are now excluded from both the capable models pool and default models pool during validation.
