### What changes were proposed in this pull request? Use a 3.9 specific `get-pip` command for docker file. ### Why are the changes needed? 3.9 is EOL so the main `get-pip` file will report an error. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? CI should work. ### Was this patch authored or co-authored using generative AI tooling? No. Closes #55722 from gaogaotiantian/patch-1.
