updated to sling parent 60, that required the many formatting changes
updated to maven 3.8.8 and declared commons-io 2.16.1 dependency

As said in https://issues.apache.org/jira/browse/SLING-12331 I don't think we should upgrade minimum requirements of Maven for no reason.
