[FLINK-39062][table] Support ALTER VIEW SET WATERMARK syntax

What is the purpose of the change?

This PR FLINK-39062 adds support for the ALTER VIEW SET WATERMARK SQL syntax in Flink SQL, allowing users to specify watermark strategies for views after creation.

Brief change log

• Add new AST node SqlAlterViewSetWatermark in Parser layer
• Add new Operation AlterViewSetWatermarkOperation in Planner layer
• Add new Converter SqlAlterViewSetWatermarkConverter to translate SQL to Operation
• Update Parser.tdd to include new SQL node import
• Update parserImpls.ftl to support new SQL syntax parsing
• Register new converter in SqlNodeConverters

Verifying this change

This change added tests and can be verified as follows:

• Added test SQL file test_alter_view_watermark.sql with multiple test cases
• Manually verified the following SQL syntax works:

  ALTER VIEW my_view SET WATERMARK FOR event_time 
  AS event_time - INTERVAL '5' SECOND;
