This makes it possible to simplify the `cibuildwheel` config. Longer term, we should migrate project metadata to `pyproject.toml`.
It uses Python 3.9, which is no longer maintained upstream.
Python 3.9 is no longer maintained upstream and at least one Python package (Click) has dropped support for it.
