This created a mismatch between the Build Wheels workflow and the bdistPy gradle command. Ideally we need to keep that version in sync with the workflow, although there has to be a little bit of wrangling around using cibuildwheel < 3.0.0 for executions in Python 3.10 environments. I took a run at this in #37504 as part of adding Python 3.14 support but the version selection broke the Python XLang IO Dataflow test suite.
