[Writer] Remove early access flag from Debug Transactions page

Replaces the early access Warning banner on the Debug Transactions page with an Info note indicating the Transaction Lifecycle Dashboard is available on paying tiers (PAYG or Enterprise).

Changes:

• Removed <Warning> block with early access request mailto link
• Added <Info> block noting availability on paying tiers
