Summary

• 补充 Huawei DCS 持久盘文档，说明新建持久卷会创建为 independent persistent normal volume。
• 明确 persistentDisk[].isThin 仅在创建新 DCS 持久卷时生效；未配置时不向 DCS 透传，使用平台默认值。
• 修正文档中关于存量卷认领、复用和平台校验的描述：isThin 不参与 existing-volume claim，不触发 webhook 平台一致性校验，也不会转换已有卷。
• 同步更新创建集群、Global 升级、基础设施资源、节点管理和存量持久盘迁移文档。
