Add upstream issue link to opencode quarantine entry#72

Report a clear error when an agent writes non-JSON to stdout, referencing the ACP spec requirement that stdout is reserved for protocol messages only.
The opencode agent writes non-JSON log lines to stdout, breaking --auth-check and blocking updates to all other agents. This adds a quarantine.json mechanism so broken agents are skipped during both verification and version updates, unblocking the rest of the workflow.
