This PR adds a repository-wide test to validate YAML frontmatter syntax
for all license data files.
It also resolves DeprecationWarnings caused by codecs.open() and ensures
explicit UTF-8 encoding when dumping license and rule data to improve
cross-platform consistency.
All tests pass locally with no new warnings.
Fixes #3947
