Adding code to complete LCR Assignment 3.
What did you learn from the changes you have made?
I learned how to apply k-clustering and bootstrap methods to a dataset.

N/A - no particular challenges except some callback errors due to incorrectly calling some values.
How were these changes tested?
Changes were tested by reviewing what I'm familiar with of the original datasets and doing a 'gut check' of outputs based on my understanding of the methods used and their interpretations.

N/A - I may have accidentally created a pull requested for both Assignment 1 and Assignment 2 when submitting Assignment 2; this time I explicitly only added the Assignment 3 file to commit and push.
